SB 2845    RELATING TO THE HAWAIIAN HOMES COMMISSION ACT,        WLH/LRE, WAM
        1920, AS AMENDED.
        Allows the chair of the Hawaiian Home Commission to extend the
        employment contracts of individuals employees beyond the current
        six-year limitation.


FOR THE WLH/LRE JOINT HEARING ONLY:  Persons wishing to testify should submit

        CLAIMS
        Extends the Hawaiian Home Lands Trust Individual Claims Review
        Panel until December 31, 2002.  Establishes an Individual Hawaiian

 
        Home Lands Trust Claims Compensation Commission to develop funding
        options to compensate successful claimants.

SB 2181    RELATING TO PUBLIC LAND TRUST                         WLH, WAM
        Appropriates $16,060,000 to OHA for income and proceeds from the
        pro rata portion of the public land trust to be credited toward the
        States twenty per cent revenues owed from the public land trust.

SB 2970    RELATING TO HAWAIIANS                                 WLH, WAM
        Transfers all OHA's assets and resources to the Hawaiian Homes
        Commission.

SB 3181    RELATING TO NATIVE HAWAIIANS                          WLH, WAM
        Appropriates $2.5 million to the office of Hawaiian afffairs for
        registration of native Hawaiians.

SB 2118    RELATING TO HISTORIC PRESERVATION                     WLH, WAM
        Establishes a burial site program within DLNR to assist island
        burial councils with their mandated responsibilities.  Clarifies
        and strengthens various laws relating to the preservation of native
        Hawaiian burial sites and artifacts.

SB 2355    RELATING TO WATERSHED MANAGEMENT                      WLH, WAM
        Authorizes the establishment of Watershed Resource Management
        Districts and Local Watershed Advisory Councils.

SB 2479    RELATING TO THE ELECTION OF THE BOARD OF TRUSTEES     WLH, JDC
        OF THE OFFICE OF HAWAIIAN AFFAIRS
        Amends OHA Trustee candidate voting procedures by allowing
        qualified Hawaiian voters to vote for trustee representation by
        island.

SB 2175    RELATING TO CONSERVATION                              WLH, WAM
        Re-establishes the Youth Conservation Corps and authorizes the
        transfer of $500,000 from the natural area reserve fund to the DLNR
        for youths involved in conservation programs.

SB 2483    RELATING TO BURIAL SITES                              WLH, WAM
        Authorizes the DLNR to execute mitigation plans for the landowner,
        permittee, or developer, on request, for inadvertent discovery of
        burial sites.


 
 
 
SB 2603    RELATING TO THE ALA WAI WATERSHED                     WLH, WAM
        Appropriates funds for the Ala Wai canal watershed improvement
        project to improve the quality of water in the Ala Wai canal,
        tributary streams, and nearshore ocean waters.

SB 2604    RELATING TO THE ALA WAI WATERSHED                     WLH, WAM
        Clarifies the plan for sediment retention basins to protect the Ala
        Wai Canal.

SB 2914    RELATING TO THE SPECIAL FUNDS OF THE LAND DIVISION.   WLH, WAM
        Allows for the deposit of moneys collected from lessees of public
        lands within industrial parks into the Special Land and Development
        Fund.  Abolishes the Industrial Special Fund and transfers the fund
        balance and liabilities to the Special Land and Development Fund.

SB 2915    RELATING TO THE SPECIAL LAND AND DEVELOPMENT FUND.    WLH, WAM
        Allows for the deposit moneys generated by the disposition of
        mineral and water rights into the Special Land and Development
        Fund.

SB 2916    RELATING TO DISPOSITION OF WATER RIGHTS               WLH, WAM
        Allows for the disposition of water rights by direct negotiation,
        in addition to public auction.  Authorizes the Board to extend
        month-to-month water permits for additional one-year periods.

SB 2917    RELATING TO WATER RESOURCE MANAGEMENT FUND            WLH, WAM
        Establishes a water resource management fund within DLNR.

SB 2919    RELATING TO THE NATURAL AREA RESERVE FUND             WLH, WAM
        Authorizes the one-time transfer of $500,000 from the Fund, to the
        General Fund for 2000-2001.

SB 2242    RELATING TO FOREST RESERVES                           WLH, WAM
        Defines "native forest" for tax purposes.

SB 2646    RELATING TO WAILUPE STREAM                            WLH, WAM
        Authorizes the issuance of $3,988,000, in general obligation bonds
        for the implementation of the Wailupe stream flood control project.

SB 2983    RELATING TO LANDOWNERS' LIABILITY                     WLH, JDC
        Redefines "land" to exclude land which is open to the public for
        commercial purposes.

SB 3049    RELATING TO HISTORIC PRESERVATION                     WLH, JDC
        Amends the law to make DLNR records of the location and description
        of historic sites confidential.

SB 3092    RELATING TO FOREST STEWARDSHIP                        WLH, WAM
        Removes the revenues derived from the harvesting native forest
        products from being deposited in the Forest Stewardship Fund.

 
 
 
SB 3122    RELATING TO NONCOMMERCIAL PIERS                       WLH, WAM
        Allows the BLNR to lease, by direct negotiation and without
        recourse to public auction, state submerged lands or lands beneath
        tidal waters for private residential noncommercial piers.  Allows
        the BLNR to lease these lands for noncommercial piers without the
        approval of the governor and the legislature.

SB 559     RELATING TO PUBLIC ACCESS                             WLH
        Establishes the public's right to access the State's recreational
        and cultural resources.

SB 2736    RELATING TO KIKALA-KEOKEA                             WLH, WAM
        Provides funds for infrastructure at Kikala-Keokea.

SB 2767    RELATING TO COASTAL ZONE MANAGEMENT.                  WLH, WAM
        Establishes a coastal zone special fund to allow the Program to
        retain fees, fines, and moneys directed to the Program by non-state
        sources, and to use the moneys for Program purposes and other
        Program revisions proposed.

SB 2768    RELATING TO GEOGRAPHIC INFORMATION SYSTEMS.           WLH, WAM
        Establishes a special fund to help support the operation and
        maintenance of the Statewide Planning and Geographic Information
        System, and enables the Office of Planning to charge fees for
        spatial analysis services.

SB 2774    RELATING TO LAND USE.                                 WLH, WAM
        Limits a land reclassification to the urban district to a five-year
        period, unless before the end of the period, the Land Use
        Commission finds there has been substantial progress in the urban
        development of the lands.

SB 2997    MAKING AN APPOPRIATION FOR A WAIALUA-HALEIWA          WLH, WAM
        STORMWATER DRAINAGE MASTER PLAN
        Appropriates $500,000 for a Waialua-Haleiwa stormwater drainage
        master plan.

SB 2998    MAKING AN APPROPRIATION TO PROVIDE DATA FOR           WLH, WAM
        HYDRAULIC AND HYDROLOGIC FLOOD ANALYSES
        Appropriates $75,000 to the DLNR for the engineering branch of the
        land division to partly fund the continued operation and
        maintenance of streamflow and crest-stage gaging stations with the
        United States Geological Survey, to provide data for hydraulic and
        hydrologic flood analyses.

SB 460     MAKING AN APPROPRIATION FOR THE RESIDENTS OF          WLH, WAM
        MAUNALAHA SUBDIVISION
        Appropriates funds for infrastructure improvements for Maunalaha
        lessees.
